SEX OFFENDER RISK LEVEL CLASSIFICATION

The Washington Association of Sheriffs and Police Chiefs (WASPC) through the “Model Policy” Established guidelines for risk level classification and the dissemination of information about sex offenders. The End of Sentence Review Committee is made up of a variety of state and local agencies that together complete risk level assessment of most sex offenders either convicted in Washington State or convicted in another state and move to Washington. The purpose of risk level assessment is to provide the community with information about convicted sex offenders who pose a moderate or high risk to re-offend.

For level I offenders, law enforcement agencies shall share information with other appropriate law enforcement agencies. If the level I offender is a juvenile, the information shall be shared with the principal of the public or private school he or she will be attending. Upon request, the agency may disclose relevant, necessary and accurate information to any victim or witness and to any community member who lives near the residence where the offender resides, expects to reside, or is regularly found. RCW 4.24.550(3)

For level II offenders, in addition to what is stated for level I offenders, law enforcement agencies may distribute information to those schools, child care and adult care facilities, libraries, and businesses and organizations serving children, women and vulnerable adults in the area where the registered offender resides, is expected to reside or is regularly found. (RCW 4.24.550(3). The most common method for notification of level II offenders is through notification flyers.

For level IIl offenders, in addition to what is stated for level II offenders, law enforcement agencies may disclose information to the public at large. RCW 4.24.550(3) The county sheriff is to publish by legal notice, advertising, or news release a sex offender community notification that conforms to the guidelines established under RCW 4.24.5501 in at least one legal newspaper with a general circulation in the area of the sex offender’s registered address or location. Law enforcement agencies are expected to distribute offender notification flyers to the general public and are encouraged to host, minimally, periodic community forums for expanded sex offender management information and public safety education. The county sheriff shall also cause to be published twice yearly a current list of level III registered six offenders. This list shall be maintained by the county sheriff on a publicly accessible web site and updated at least once a month, unless the information is posted on the Washington Association of Sheriffs and Police Chiefs website. RCW 4.24.550(4)

Sexually Violent Predator (Svp): Civil Commitment:

There are currently hundreds of sexually violent predators civilly committed in Washington State. These offenders are housed at the Special Commitment Center (SCC) located at the McNeil Island Correctional Center. These offenders are not serving prison sentences. They fall under the jurisdiction of DSHS. To be civilly committed an offender must meet three specific criteria. 1. That they have been convicted of a sexually violent act, 2. They have been diagnosed with a personality disorder or mental abnormality, 3. That this diagnosis makes it more likely than not that they will commit a future sexually violent act.

The End of Sentence Review Committee does initial screening of cases meeting the criteria. The offender is then sent to psychologist for a forensic evaluation to professionally answer the same three questions. If the offender is found to meet the criteria then the case is forwarded to a prosecutor who will make a final determination whether the case will go forward for civil commitment. If the case does go forward then a jury trial will make the final determination if the offender is to be civilly committed.

Once the offender is civilly committed then they receive specific sex offender treatment for sexually violent predators. After completing six phases of sex offender treatment (which may take years, if ever completed) the offender must be considered for placement in a Secure Community Transition Facility (SCTF) in the general community. The placement of these facilities is currently taking place in several counties in Washington State. These facilities are maintained by DSHS. These offenders have the highest degree of supervision at no time being left in the community without a trained DSHS employee with them. The facility is secure, alarmed and staff is on site 24 hours a day. After it is found that the offender has successfully transitioned into the community they can be released from the SCTF to maintain their own living arrangements. Any release to an SCTF, less restrictive alternative or unconditional release can only be guaranteed through the court where the conviction as a sexually violent predator occurred.

ARE YOU TOO FREE TO BE MARRIED?

MARRIED

“Wherefore, my brethren, ye also are become dead to the law by the body of Christ; that ye should be married to another, even to him who is raised from the dead, that we should bring forth fruit unto God.” Romans 7:4.

Death certainly absolves one of all responsibility. No more bills to pay, no more pain or sickness to contend with, and no one to offend. Death brings complete liberty. Oh, the sweet liberty of death! “Free from the law, O happy condition, Jesus hath bled, and there is remission; Cursed by the Law, and bruised by the fall, Grace hath redeemed us once for all.” Enough could never be said about God’s wonderful grace!

BUT, I fear many professing Christians are either confused about grace, or they haven’t really experienced it in their life. Anyone who ignores the second half of the verse has a serious spiritual problem. If a person remained in a state of death, there would be little concern, but that is not so with one who is saved. His resurrection in Christ is just as real as his death. One is dead, only in relation to the Law.

If you are saved, you are now raised with Christ, and married to Him! Just as in your old life under the Law brought forth sin through the members of your body, now you are to bring forth fruit acceptable unto God. That fruit will be demonstrated through the members of your body. This does not mean that you will never sin or be tempted. But, it is clear that you are NOW married to Christ, and your life should glorify Him. “What then? shall we sin, because we are not under the law, but under grace? God forbid. 16  Know ye not, that to whom ye yield yourselves servants to obey, his servants ye are to whom ye obey; whether of sin unto death, or of obedience unto righteousness?” Romans 6:15-16.

When a man or woman is freed from prison, they are not freed to go back to the old life of crime. They are freed to live right. When a spouse dies, the one is free from responsibility to the other, and they may marry another. But, they are not free to live a life of immorality.

Yes, we are free from the old master, or previous marriage, but we are not freed to live a life in sin. We are now married to Christ and are to glorify Him with our bodies. “Neither yield ye your members as instruments of unrighteousness unto sin: but yield yourselves unto God, as those that are alive from the dead, and your members as instruments of righteousness unto God.” Romans 6:13.

THE SECRET MADE KNOWN

We were poor as red dirt in the Ozark hills.

So each year we went east to the cotton fields.

I say we, doesn’t mean that I was born yet.

But, as you read my poem; the point you will get.

 

Mother was single, and met a handsome man.

It took several years, but now I understand.

With sorrow and regret for that foolish day,

Much of her life was plagued with the scarlet “A.”

 

She loved and cared for me, yet I never knew,

All the work and the shame she must have gone through.

About age ten, I ask of my unknown dad.

You see, you never miss what you never had.

 

She made up a story; my father had died.

I never ask again, I was satisfied.

But this was not the truth; truth, she must conceal.

Her fear was all for me, and how I would feel.

 

Many years would pass, but thoughts came now and then.

Were there other siblings who would be my kin?

But, through circumstances, which I’ll not explain.

I discovered the whole truth, and his full name.

 

With help of others, the mystery was made known.

Father’s gravestone was found, and the sibling’s home.

A few phone calls, explaining what had come to be.

The truth became evident for all to see.

 

So, we planned a reunion in Walnut Ridge town.

At Catfish café, we went in, and sat down.

It was a sight, as we talked to each other.

I met two of my sisters, and a brother.

 

There’s much more to this story, you’ll never know.

To tell it all would take a volume or so.

I leave you to read between the lines yourself.

Until then, we’ll keep the rest upon the shelf.

 

I’m glad my mother’s secret has been made known.

I discovered her love, and care for her own.

There are unwanted children, but none unplanned.

God has a purpose, and it’s all in His hand.

Recognizing the Kingdom of Heaven

“I have glorified thee on the earth: I have finished the work which thou gavest me to do.” John 17:4.

This may be one of the greatest chapters in the Bible. It certainly is the greatest of all prayer. It is truly “the Lord’s prayer.” Any pastor looking for a text that affords a great series of sermons, will find a gold mine in John 17.

However, as many attempt to establish a doctrinal point, it is not uncommon for men to go to any passage anywhere in the Bible to search for such a verse. That was vividly demonstrated in a book recently given to me by a fellow pastor. The entire purpose of the book was to establish the perpetuity of the Baptist church. After several chapters, the author used the above verse as proof that Jesus had finished the work His Father gave Him to do. That is, the establishment of the Baptist Church.

Now, you have to be desperate to conclude that this chapter is about the establishing of today’s church. This is a prayer to the Father, stating how the Son had glorified Him by doing His work and will. The work was not “finished,” but the prayer anticipates His work on Calvary.

The Achilles heel of many believers is the belief that Jesus came to Israel to start, and establish the church, which is His body. It is evident from the four gospels, and early Acts period that was not the case. The purpose and ministry of Jesus Christ was not to establish the local church. His purpose was to set up an earthly Kingdom of Heaven, with Jerusalem as its capital.

The church, down through history, has taken the writings of Paul, and read them back into the Kingdom of Heaven ministry. Many of the early church fathers went even further, and have the present church in the Old Testament.  This may be one of the greatest errors of the church. Many, wrongly assume that when the Lord said in Matthew 16:18-19, “18 And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it. 19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.” Matthew 16:18-19, that He was speaking of the present church. They fail to see that Jesus was speaking of the Kingdom of Heaven, and that Peter and the eleven would preside over it. “And Jesus said unto them, Verily I say unto you, That ye which have followed me, in the regeneration when the Son of man shall sit in the throne of his glory, ye also shall sit upon twelve thrones, judging the twelve tribes of Israel.” Matthew 19:28. This will be the restored church that was in the wilderness. “This is he, that was in the church in the wilderness with the angel which spake to him in the mount Sina, and with our fathers: who received the lively oracles to give unto us:” Acts 7:38.

The book of HEBREWS speaks to this church. “For both he that sanctifieth and they who are sanctified are all of one: for which cause he is not ashamed to call them brethren, 12  Saying, I will declare thy name unto my brethren, in the midst of the church will I sing praise unto thee. 13 And again, I will put my trust in him. And again, Behold I and the children which God hath given me.” Hebrews 2:11-13. The quote is from Psalms 22, and Isaiah 8:18. Look at the context, and you will see that the “church” is the congregation of Jews who will rule, and rejoice in the Kingdom of Heaven.

Yes, the work the Father gave Jesus at His First Advent was finished. However, there is still work to be done, and it will be done at the Second Advent, and the gates of hell will not prevail against it!

PREACHER, DON’T TAKE IT!

People who love their pastor want to do good things for him and his family. I am thankful that I pastored that kind of church. Let people do thing for you. They receive greater joy in giving, than you do in receiving.

However, there is a story I read that should be a warning to every pastor. There is something you should not take.

A Christian lady was shopping at a local city mall where she engaged a stranger in conversation. She wanted to direct the conversation toward spiritual matters so she could tell the lady about Christ. The stranger was polite, and listened intently. Finally, she said she must go, and finish her shopping. The Christian gave her a gospel tract, and was also able to secure her name and address. They shook hands, and each went their way.

The zealous Christian recorded the name and address on a visitation card and placed it in her Bible. Next Sunday, she approached the pastor and shared with him the good contact, and conversation she had with the lady. She assured him that this lady was a great prospect, and could be won to Christ. He then took the card.

That week the pastor made the call. He introduced himself, and explained the purpose of his visit. The woman told him she was not interested, and that she had her own faith.

You guessed it. At the next church service, the pastor was ask how the call went. He told her what the lady said. With shock in her face and voice, she said, “I don’t understand what you did that caused her to reject you. She was very interested when I talked to her.”

Many people think those who are polite are interested in what they have to say. The pastor was assigned the call, checked on, and found responsible for failure. So, when someone tries to give you their prospect, think long and hard before you take it. Better yet, let them follow up, and reap the results.

Remember Pastor, whatever task or assignment you take from others, you are now accountable. You will be giving a progress report, and expected to succeed. Think before you take it!
